The library is governed by a Board of Trustees, consisting of 7 members, who are appointed by the Porter County Commissioners (2), the Porter County Council (2), and Valparaiso School Board (2), and one member by the Presidents of the remaining School Boards in the library district, for the term of 4 years each. Appointees may serve for four consecutive terms. Appointments to fill vacancies created by death, resignations, or otherwise shall be for the unexpired term only. Trustees serve without remuneration.
Legal responsibility is vested in the Board of Trustees, which is the policy making body of the Porter County Public Library System. The Board's responsibilities include selection and appointment of the Library Director, promotion of library interests; securing funds; and control of library funds, property, and equipment. Subject to existing statues and ordinances, it has the power to determine the rules and regulations governing library services and personnel.
Regular meetings of the Board of Trustees are held at 4:00 pm on the third Wednesday of each month. In 2013 the meetings are being held in the Valparaiso Library Board Room with the following exceptions: March is at Kouts Library, April is at Portage Library, May is at Hebron Library, and June is at South Haven Library.
